The HR Compliance Specialist serves as an operational and compliance resource within the Human Resources function, responsible for ensuring the organization's adherence to internal policies, regulatory requirements, and workforce governance standards.

Responsibilities

  • Serve as the administrator for the organization's mandatory and compliance-based learning programs; assign required training courses to employees through the Learning Management System (LMS) based on role, location, regulation, or policy requirements; track course completion, monitor overdue assignments, and escalate non-completion to managers and HR leadership. 
  • Utilize the designated system to distribute enterprise-wide policies, including cell phone usage policies, code of conduct, safety policies, and other required acknowledgments; track completion status, follow up with outstanding signatories, and maintain complete and accurate acknowledgment records. 
  • Administer the organization's random drug testing program in compliance with applicable federal, state, and local laws and company policies; coordinate testing schedules and logistics with approved testing facilities, maintain confidentiality of all test results, ensure proper documentation and record retention, and report program compliance status to HR and leadership. 
  • Utilize the appropriate system to support contingent workforce activity, including temporary agency employees; complete intake steps for new temporary hires, coordinate onboarding activities, ensure all required documentation is completed and on file, track assignment status and extensions, and support the offboarding process upon assignment end or termination. 
  • Utilize the designated system to complete employee status change forms; support the intake, review, routing, and execution of status change requests including transfers, promotions, title changes, schedule changes, pay adjustments, and other employment changes; ensure all forms are completed accurately, approved by the appropriate parties, and processed in the HRIS in a timely manner; and maintain accurate and up-to-date employee records in the HRIS system related to status changes, contingent workforce activity, training completion, policy acknowledgments, and drug testing documentation. 
  • Conduct monthly, random internal compliance audits of I-9 documentation, policy acknowledgments, training completion data, and contingent workforce documentation; identify gaps and discrepancies, prepare audit findings reports, and partner with HR leadership to implement corrective actions. 
  • Ensure I-9 completion and retention compliance for all new hires and re-verifications; conduct periodic I-9 self-audits, coordinate remediation activities as needed, and support external audit preparation by organizing and producing required HR documentation, records, and compliance evidence within established timelines.
  • Monitor federal, state, and local employment law changes that may impact HR policies, mandatory training requirements, drug testing protocols, or contingent workforce practices by subscribing to trusted HR and legal compliance updates, reviewing regulatory agency alerts, participating in relevant webinars or courses, and tracking updates from internal or external compliance resources; communicate relevant changes to HR leadership and assist with policy updates.
  • Prepare and distribute compliance reports and dashboards related to mandatory training completion rates, policy acknowledgment status, drug testing compliance, and contingent workforce headcount to HR leadership and relevant stakeholders.
  • Process unemployment claims documentation and correspondence through the appropriate system in coordination with HR leadership.
  • Assist with the intake and routing of subpoenas, verification of employment requests, and wage statements in accordance with company policy and legal requirements.
  • Identify opportunities to improve compliance-related processes, workflows, and documentation practices; recommend and assist with the implementation of process improvements.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field is preferred.
  • Minimum of 2 to 4 years of progressive HR experience with exposure to compliance, HR coordination, or HR operations functions is required. 
  • Experience supporting temporary or contingent workforce processes (including agency coordination, onboarding, and offboarding) and supporting vendor compliance requirements.
  • Familiarity with audit preparation, audit trail documentation, and corrective action processes.
  • Experience supporting random drug testing programs under federal or state regulatory frameworks and completing policy compliance process is preferred.
  • Working knowledge of HR compliance requirements including I-9 administration.
  • Demonstrated ability to complete multiple concurrent processes, deadlines, and stakeholder follow-ups with a high degree of accuracy and follow-through. 
  • Experience with Learning Management Systems (LMS) for course assignment, tracking, and reporting. 
  • Strong attention to detail and organizational skills with a commitment to data accuracy and record integrity. 
  • Effective written and verbal communication skills with the ability to communicate compliance requirements clearly to employees and managers at all levels. 
  • Ability to handle sensitive and confidential information with the highest degree of discretion and professionalism.
  • Foundational understanding of federal and state employment laws including FLSA, FMLA, ADA, EEO, and applicable drug testing regulations.
  • Technical Knowledge – Familiarity with HR processes. 
  • Planning/Organizing – the individual prioritizes and plans work activities and uses time efficiently and completes work in a timely manner. Proven ability to manage multiple projects to a deadline.

  • Knowledge of OSHA recordkeeping requirements. 
  • Bilingual English and Spanish communication skills are a plus.
