The Payroll Manager manages the Payroll Specialist and any payroll related activity. They must be able to effectively manage priorities with great attention to detail while performing a wide variety of routine record-keeping and payroll processing activities. The Payroll Manager is also responsible for working with Director of HR on developing and implementing strategic business and technical plans, a culture of accountability and accuracy, and setting high standards for the completion of day-to-day or project tasks.  

Responsibilities

  • Manage, and supports the Payroll Specialist.
  • Responsible for employee performance, promotion recommendation, transfers, and disciplinary actions.
  • Ability to troubleshoot complex payroll issues, run and analyze reports
  • Processes payroll, monitor time and attendance, and payroll activities for all sites.
  • Ensures compliance with all state and federal and local tax regulations.
  • Proactively address and resolve payroll issues. i.e.: manual adjustments, tax discrepancies, time and attendance.
  • Assist in the review of current payroll processes to identify areas of process improvements and standardization.
  • Maintain staff education, problem solving and ability to process cases effectively communicate effectively with various levels of management to ensure high level of customer support and positive customer interactions.
  • Demonstrated knowledge of Federal and State law impacting pay practices.
  • Strong critical thinking, analytical, and problem-solving skills.
  • Demonstrated excellence in communicating with audiences across a wide spectrum of society with • Proactive and service oriented; able to lead customer service excellence.
  • Ability to effectively plan, organize and coordinate own and others’ actions.
  • Provides guidance and support to decision makers on strategy, policy and technical issues based on significant quantitative and qualitative analysis.
  • Stays current on industry standards by engaging in networking and benchmarking.
  • Reviews applicable industry benchmarks to meet or exceed year over year.
  • Develops resolutions to complex problems that require the frequent use of creativity.
  • Responsible for the preparation and processing of bi-weekly payrolls
  • Ensure Payroll is processed incompliance with multi-state wage and hour laws.
  • Partner with Human Resources and other business partners to ensure accurate and timely transfer of data between departments and systems.
  • Report preparation by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Create ad hoc reports in support of the organization as necessary.
  • Determine payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer’s social security, unemployment, and workers compensation payments. 
  • Maintain payroll guidelines by writing and updating policies and procedures. 
  • Perform special projects or other duties as requested. 

 

Qualifications

  • A minimum of 5 years of hands-on experience in Payroll. CPP/FPC certification a plus.
  • A minimum of 3 years of supervisor experience.
  • BA/BS degree required or equivalent experience. Advanced HRIS skills (ADP Workforce Now strongly preferred) along with excellent Microsoft Office skills.
  • Strong oral and written skills.

Office Equipment, Database & Query Software, ADP HRIS & Payroll System.

 

Working Conditions: Inside office environment.

Physical Demands: Regularly required to stand or sit, and move about the facility.
